How it all started
In 1993, Jordan Seidel decided that there should be an organization created in Chester County to ensure that Chester County Citizens are given equal access to this new (Internet) resource. He found Eric Raymond to write the program and do the technical work. He also assembled a board of directors of local people to help him to form a non-profit corporation.
SquirrelMail Beginnings
Tech Support enlisted help from CCIL staff to test several open source e-mail clients. SquirrelMail came out to be the winner. We wanted its user interface to be similar to CCIL WebMail, and at the same time, having improved folder functions.

eLiteracy Education
CCIL started a pilot-program with the Chester County Opportunities Industrialization Center (CC-OIC). Chester County OIC is a non-profit organization dedicated to providing free Adult Basic Literacy Education and essential life skills programs that prepare individuals for employment and self-sufficiency. Chester County OIC continues the battle against injustice and discrimination through education and life skills training.

Student of I CAN Pilot Program
“The donation of a free computer allowed me to complete major projects and other homework assignments, connect with friends, use online resources (games, instant messaging, my school’s website, online research, etc.), and stay in touch with current events. I did all right using CCIL, which is a free Internet Service Provider. Depending on where you live and the time of day you’re connecting will affect the speed of your online connection. Granted, dial-up is not the most desirable online connection, but it is convenient to have access to the Internet when you need it. My family also enjoyed the benefits of the free computer and Internet connection.”

Home of the Sparrow
The Home of the Sparrow, through a unique program provides long-term transitional housing, extensive training and support. It also provides a badly needed missing link between emergency housing and permanent housing. The lack of affordable housing in Chester County is a major factor contributing to homelessness.

The User Support area provides a number of resources to help you work with various CCIL services. This area will continue to grow as we add services. Topics have been broken down to help you find the information you are looking for. This is a free dial-up service only, and our extended support is offered to help you experience a trouble free service.
Connection Problems
Our Help Desk sometimes receives requests from our users to fix their dial-up connection problems. Generally, either an internal PCI modem or external modem is installed on the user PC. Both types have their own set of programming that set them apart. They perform the same function. They are complex devices that translate digital and analog data back forth into the appropriate form for communicating with other computers. All that conversion and communication offer plenty of chances for problems, but the following troubleshooting suggestions should help you solve them.
Security Certificate Problems
Security certificate problems may indicate an attempt to fool you or intercept any data you send to the server. We recommend that you close this web page and do not continue to this website. The solution is to install the certificate (at least within IE 7) and then the browser "recognizes" the installed certificate and the error no longer pops up.
