    *** Block Party 2006 - Saturday, 9/09/2006 ***
    Neighborhood block party scheduled for Saturday, September 9th starting at 4pm and ending at dusk (aproximately 8PM). The party will be in the south side of the neighborhood (500 block), but neighbors from the north side are welcome to join us. Besides the good company of visiting with neighbors, it is also a good opportunity to meet some of the newer neighbors. Please tell your neighbors about this party!     *** Marshall Dr Street Paving to Start 9/16/05 ***
    West Chester Borough gave notice that the project would start this Friday, September 16th. For a copy of that letter CLICK HERE. posted 9/13/05


    *** Marshall Dr Street Paving Planned ***
    West Chester Borough received the grant they were expecting to repave Marshall Dr between Marshall Street and Goshen Rd. A review of the project will be held at a public works committee meeting at the beginning of August; followed by a pre-bid conference on 8/10; and the bid opening on August 16th at 2PM.     *** Neighborhood Luminary Display - 2004 ***
    As in past years, residents of Marshall Manor will be encouraged to participate in a luminary display Christmas Eve. We line the curb in front of our residence with luminaries placed about 3-4 feet apart, some folks even line their driveway; then at dusk on Christmas Eve we light them. The effect is amazing. The candles burn for several hours. You may create your own lumaries, or Wade Anderson of 505 Marshall Dr has generously agreed to deliver kits to your door for a nominal charge.     *** 2005 Paving of Marshall Dr ***
    Residents of Marshall Drive were sent a letter on 8/16/2004 by the borough concerning their application for a grant to get the road paved in 2005. It also advised the residents of potential for driveway corrections. Click HERE . posted 09/03/04

    *** Historic District Expansion ***
    Borough Council has contracted with Historic York Inc to expand the WC Downtown Historic District listed in the National Register of Historic Places. There will be two meetings held, one on Monday, April 19,2004 at 7PM and one on Wednesday, May 19,2004 at 6PM. This change appears to be good for the borough and will not add any restrictions to our neighborhood. The sessions are to explain the program and address any concerns.     *** Road Paving Information ***
    Residents of Hillside Dr have been receiving information about street repaving. Repaving of Hillside Drive North and South is scheduled for 2004. Marshall Dr is scheduled for 2005.     There is a group of neighbors starting to form a Marshall Manor Homeowner Association. A newsletter will be distributed shortly with more details.     Wednesday, May 29, 2002  Marshall Manor Residents, There's been some encouraging activity on the construction site recently, and work is now scheduled to resume. PECO Energy is scheduled to arrive Monday, June 3rd to relocate their wires from the old Verizon pole to the newly installed pole behind 700 North Hillside Drive. Comcast will complete the utility relocation on Tuesday, with the moving of their cable lines. On Wednesday Trego Excavating will commence with the completion of the 48-inch pipeline installation, thus making the entire pipeline system active for the first time. Upon completion of this phase I will direct Trego to perform a significant amount of street and property restoration around North Hillside Drive, clean the area up, and move all construction materials to the upper end of the project. Meanwhile Trego's crew is on site today, excavating the remaining rock in the vicinity of 515 Marshall Drive, and dropping in a section of 42-inch pipe. Several sections of pipe will be placed to a point close to the stream to the rear of 515 Marshall Drive before the crew moves down to the lower end of the project next week. Work at the upper end will resume after the pipeline system is made active. Bob Wilpizeski Director of Public Works

    Tuesday, May 7, 2002   Update of storm water project provided by Bill Scott describing the nature of delays. Bill also made known to us that Marshall Drive will receive new water lines some time next year in which they will need to dig up the street again. He noted that due to the different planning stages and two different contractors, it was not possible to make both projects happen at one time. CLICK HERE to read

    Wednesday, January 3, 2002   Residents, this morning we conducted the Pre-Construction Conference with our project contractor, Trego Excavating, Inc. They are set to begin work, and have submitted their required contract documents, bonds and materials and product submittals. Pipe, pre-cast concrete manholes and other structures and supplies should begin being delivered to the site within a week to ten days. Construction work is scheduled to begin next week, likely Wednesday,January 9th or Thursday, January 10th, with excavation set to begin at thesite of Manhole No. 1 on North Hillside Drive, in front of the Brandowresidence, 700 North Hillside. As manholes, inlets and pipe are installed,the work will proceed up Marshall Drive, to a point beyond 501 MarshallDrive, to the Brenneis property at 301 East Marshall Street. This firstphase will likely take several weeks to construct, with progress beingdictated by weather conditions and the location of unknown utility lines.There will be little activity within private properties however, as thepipeline under the street will need to be installed completely before any active storm sewers or the stream itself is connected to it. Trego's crew will mark and cut the street at the beginning of the week, andanother crew will work ahead of the excavation conducting test digs tolocate as many utilities as possible. This will help minimize delays due tounforseen utility conflicts. I will pass on a general notice through the neighborhood this weekend advising everyone of the start of the work, and as always, if you have any questions or concerns, contact me at the Public Works Department.     Marshall manor is a small neighborhood of mostly cape code style houses locatedonthe northern side of  West Chester, Chester County, Pennsylvania.Half of the neighborhood is located in West Chester Borough; half is located in WestGoshen Township.  The majority of the houses that make up this development were built in the mid to late 1940's.  The purpose of this page is to keep the neighborhood informed of what is happening in our community.
